I was looking at some of the ivy league teams when i noticed something queer. Dartmouth doesnt have any players averaging double figures in scoring a game. Are they the only team in the country?

That’s actually a pretty interesting observation. I managed to find at least one other school that lacks a double-digit scorer, Florida A&M. http://sports.espn.go.com/ncb/teams/stats?teamId=50
I’d be shocked if even a decent team managed that, though. Then again, no one on Northern Iowa averages more than 12.
Texas-Pan American Broncs also, they have someone who averages 9.9 points a game though lol.
