 Regarding the NBA’s evaluation of the "hack-a-shaq", off-the-ball intentional foul, here’s my simple suggestion to fix it:

Why not just give the fouled player the option to shoot the free throws or take the ball out of bounds with a new shot clock?  That way, there would be no real incentive for teams to foul thus eliminating the boredom of all the free throws and interuption to the flow of the game.
