By their pro potential or on the potential they will have at the college level?

NBADRAFT.NET   Key Word: NBA  NBA DRAFT, a draft where individuals are drafted to play in the National Basketball Association.

but some high school recruiting sites seem to also rank player by their nba potential instead of the immediate impact they will have on the college level

I evaluate high school prospects the way everybody should. With extreme skepticism until at least one season of college ball is played.

I generally go with whatever Bleacher Report tells me…and that includes things about sports.

I generally make a mental list of guys I want to watch play and try to catch as many as I can early in the college season.  I dont have enough time to follow HS bball and often D1 top prospects are playing against such inferior talent it doesn’t really do a lot of good to watch them destroy guys 3 or 4 inches shorter than them.

There’s no need to go ape &$#%#&@! for a 6’10” high school center dunking on 6’5” guys until he starts doing it against guys a couple years older and of equal D1 or D2 level talent.  Same goes for guards, they may not have the height advantage, but so often high school guards have no mid-range game all they can do is drive the lane and shoot 3’s or are sloppy passers and ball handlers.  That get exposed against college talent, and weeds out a lot of guys.

I just wait for the NCAA season, but I do try to catch exhibition games against D2 teams and such.
