The problem about team that tank to get 1st draft is for 10 years. This issue is more strength in last 2-3 years especially in the draft 2014.  In offseason some team do not agressive in FA market to develop their team. 
I have the idea about the draft.

1. New Ranking for lottery chance and get the no.1-3 pick from my idea and edit the %of chance to get no.1 draft then do the mini league

 1.1. Use the mini league table of the lottery team(only 14 team) , rule:  count the score when they won the playoff team they will get 1 points  , if they won the division champion team they will get extra point ( sum 1.5 points for this won)

1.2. Use the handicap score by the current position in standing table ( -13 in the best record of lottery team , -12 in the 2nd best record of lottery team , ….. , 0 in the worth record of lottery team) then take the handicap score to the mini league table 

1.3.  the standing for no.1-14 in the mini league to replace in the lottery chance table to get the ping pong for the no.1 , no.2 , no.3 pick , 

2. no.4-no.14 pick  will fill by the season standing without top3 pick , It might be the worth record is garantee the draft at least no.4

If we get the no.1-3 pick(by ping pong) is  DET ,CHA ,MIA  , 
No. 4 -14 go by Season Standings , MIN is no.4 , …. , OKC is no.14 

 

How do you think?

Just reward the team that try to win but I see a lot of weak for this idea.
