Which is weaker?
Your comparing apples to apples imo. I don't understand the question.
The 2013 draft (like most others) is predominantly filled by NCAA talent with a few international players thrown in. In this draft specifically, there are only 3 international prospects (if memory serves) projected to go in the 1st round according NBAdraft.net. 7 overall.
To pose the question, "which is weaker" is semantics, seeing as how both pools of players in the comparison are made up of the same grouping of talent.
If we're generalizing, then yes to both. The Ncaa is weaker this year then in most seasons and as a result the draft will be weaker aswell.
If the question is pertaining to "competitive balance" then I agree aswell. The only thing more fun then pulling for an underdog is going into every game not having a clue who's going to win... and if this was a football thread I would have thrown in "on any given sunday".
I understand the underdog argument, but when there is a pattern of #1 teams losing almost every week, it doesn't look good. Its great for college campuses but it would be good to see at least one team show that they are the top dog.

I actually don't buy the "weak" draft concept, I just mentioned it as a conversation starter.
