Someone explain the Group C standings for the FIBA tournament plz

China really got lucky that Puerto Rico lost to Ivory Coast by 10 points today to seal the final spot in group C for them.
How did China get in with a 1-4 record?
Basically since China, Ivory Coast, and Puerto Rico are all 1-4, the tiebreaker is based on the head-to-head matchup.
China won against Ivory Coast by 10 points
Ivory Coast won against Puerto Rico by 9 points
Puerto Rico won against China by 8 points.
China is +2 (10pt win - 8 pt loss)
Ivory Coast is -1 (9 pt win - 10 pt loss)
Puerto Rico is -1 (8pt win - 9 pt loss).
Since China has +2, it won the final spot.

So basically i'm wondering how china was awarded the 4th and final spot in the qualifying round. I didn't hear it mentioned at all when i was watching the China v. Turkey game today.
China was 1-4 and beat Ivory Coast
Ivory Coast was 1-4 and Beat Puerto Rico
Puerto Rico was 1-4 and beat China
I'm not complaining b/c i wanted china to qualify out of these 3 anyway, im just wondering how they picked them.
