Dude..There is and always has been alot of talent in Mississippi..Alot of people dont know that Danny Manning & Spencer Haywood are from the Magnolia State...lol...
But to say 1 place is better than another is just someone's opinion.... I grew up in Mississippi and played High school ball there until my junior year...Then finishing my senior year of high school in Ohio...
But if you go by which State has supplied the most players to the NBA
1.California is the best with almost 50 current NBA players from that state..
2.Illinois with 30 players in the league..
4.New York 25...
Mississippi only have 9..
The best astates for high school basketball are DC and Maryland. Let me tell ya'll each player that is from there.
And there are more top ranked players that are currently in high school that are from the DMV.

You said best high school basketball, are you going by the best teams or the best players. I'd say New Jersey is #1 with teams as they have St. Patricks, St. Benedicts, and St. Anthony's, all powerhouses.
If you go players probably Virginia since they have Oak Hill.
NJ definitely has 3 power houses and numerous other programs that would be ranked top 50 nationally... the 3 my man said above me are 3 top 25 tms in country.
Talent wise I would put it between the big cities , Detroit, chicago, la (california), The Tristate corridor from DC up to NY,
Carolina to Florida
So basically the coasts and the midwest have the best talent. I might as well have said the whole US. No one can make this distinction. Texas area has a boat load of talent coming out.
