...become an NBA player. That will improve your chances exponentially. Otherwise, get to know an NBA owner really really well, and/or work as a very successful scout for a good 25-30 years.
Becoming a NBA player is the best way, since most of the current GMs, assistant GMs, and presidents of basketball operations are former professional basketball players. Of course there are plenty of former NBA players that might have the same dream as you of being a GM one day.
Also, like ch15r36is said, being a very successful scout for a long time. To even be considered for a NBA's team scout position it would be best if you have some college basketball experience. That would really help you get your foot in the door.
Obviously, it isn't an easy job to get. There is a JV coach in my town whom's dad (played at UK with Pat Riley) is one of the top regional scouts for the Miami Heat (he advised them to select Wade) and this JV coach wasn't too big on traveling alot to scout these players.
Either way or option you take it will be a job you have to earn through years of hard work. Of course David Kahn, GM of the Wolves, had a crazy career path to get his position.
you just fill out an application at the nearest arena. Seriously, I'm not one to shoot down someone's goals, but I would probably aim a little lower. And I seriously doubt anyone here can help you out on this quest. Good luck.

You have to be smart, well connected, having played/coached basketball at a high level or potentially been a lawyer. But they got you with that one? Well, guess you figured it out when you didn't become a GM.
